First Deputy Prime Minister of Russia Andrey Belousov handed an official letter to Skoltech’s NTI CoE acknowledging its “substantial contribution to the development of Russian technology businesses and implementation of the National Technology Initiative”.
The letter gives credit to the CoE for its Russian-hardware-based 5G pilot zone and 6G ultra-high-frequency electro-optic modulator projects.
As Andrey Belousov said at the official ceremony, the NTI which started off with a handful of projects has evolved into a full-fledged program with hundreds of thousands of professionals involved in various NTI projects and hundreds of organizations driving technological advancement.

Dmitry Lakontsev, Head of the NTI Center of Excellence in Wireless Technology and Internet of Things and an Associate Professor of the Practice at Skoltech, is a management professional with over 10 years’ experience in creating technology teams and startups.
Lakontsev graduated from the Department of Radio Engineering and Cybernetics at the Moscow Institute of Physics and Technology (MIPT) in 2004 and earned his Ph.D. degree in Wireless Networks from A.A. Kharkevich Institute for Information Transmission Problems (IITP RAS) in 2007. In 2013, he studied under the Startup Leadership Program.
Prior to joining Skoltech, Dmitry served as Head of Department at IITP RAS and worked for over 6 years as co-founder and CEO of Telum startup with nearly 60 employees and an annual turnover of US$ 3 million.
