The Ministry of Science and Higher Education of the Russian Federation has issued Order No. 1189/nk dated December 12, 2025, "On the Issuance of Certificates for the Recognition of Academic Degrees Obtained in Foreign States."

Associate Professor and Head of AIDA group (Skoltech Center for Digital Engineering) Pavel Osinenko is among the individuals whose degrees have been officially recognized. Based on the conclusion of the expert council and the recommendation of the presidium of the Higher Attestation Commission (VAK), his "Habilitation" (Doctor of Sciences) degree, awarded by Chemnitz University of Technology (Federal Republic of Germany), has been formally recognized as equivalent to the following Russian academic degree:

Doctor of Physical and Mathematical Sciences (specialty 2.3.1: Systems Analysis, Control, and Information Processing, Statistics).
