Skoltech is an international graduate research-focused university that was founded by the group of world-renowned scientists in 2011. Skoltech's curriculum focuses on technology and innovation, offering Master's programs in 11 technological disciplines. Skoltech Welcomes President Putin’s Technology Agenda

“It is good to hear that the Russian leadership encourages research and international collaborations in Artificial Intelligence (AI) and Big Data. This inspires hope and creates impetus for growth,” said professor Maxim Fedorov, director of the Skoltech Center for Computational and Data-Intensive Science and Engineering (CDISE).

Fedorov attended the joint meeting of the Chambers of the Federal Assembly of the Russian Federation on January 15, 2020. He points out that “the new initiatives announced by the President in his message give confidence that Skoltech’s graduates will find a worthy occupation to their liking in Russia, contributing to the technology breakthrough in the areas that, according to the President,  will shape our future.”

In his message, President Putin said that Russia is prepared to support joint research efforts of Russian and international scientists and stressed the need for creating Russian own technologies and standards in the areas that are essential for future development. The message puts strong emphasis on digital and communication technologies, placing AI on top of the priority targets list. The President also emphasized the need for developing standards for AI and a regulatory framework for Big Data.

CDISE is pursuing intensive research in AI, the Internet of Things (IoT), 5G Technology, Digital Pharmacology, Digital Agriculture and Digital Medicine in close collaboration with leading Russian and international scientists. The center is involved in a series of large-scale projects in these areas, supported by Russian hi tech companies (Sberbank, Rostelecom, Gazprom Neft, MTS, Russian Railways, etc.) and public institutions (National Technology Initiative (NTI) Center of Excellence in Wireless Technologies (WT) and IoT). Skoltech is implementing a large part of its educational and research programs jointly with partner universities and scientific organizations from many Russian regions. Some of the projects are being carried out in close collaboration with international entities (MIT, DLR, Huawei, Philips, Samsung).

CDISE is a member of all the Russian standardization committees in the field of AI and cyber-physical systems and a participant of the international organizations dealing with the regulation and standardization of AI and other digital technologies (UNESCO, OECD, etc.) Its employees were actively involved in the development of the National Artificial Intelligence Strategy.

The center’s flagship projects include the NTI Center of Excellence in WT and IoT (directed by Professor D. Lakontsev), which coordinate a large consortium of Russian companies and universities (primarily regional), two megagrant winning projects (led by Professor C. Borchers and Professor A. Cichocki), projects in predictive analytics (Professor E. Burnaev), Big Data in proteomics (professor E. Nikolaev), theoretical foundations of data transfer (Professor G. Kabatyansky and A. Frolov), multidimensional tensor analysis of Big Data (Professor I. Oseledets), digital medicine (Professor A. Bernstein and D. Dylov), and new computing technologies (Professor S. Rykovanov).
