Eligible Russian participants include universities and research institutions, either of which can lead the Research Center. Collectively the team must have both significant research and educational capacity, and collaboration among Russian participants is encouraged.
Eligible non-Russian participants include university and research institutions that have an international reputation in the focus area of their proposal. Non-Russian members in a Research Center must be led by a university.
Full proposals must be approved by the home institutions of each proposing faculty member or researcher prior to submission. Such approval for white paper submission is not required unless proposing institutions require it.
